Defending Democracies Against Information Attacks

In this short paper, we undertake a more modest task: providing policy advice to improve the resilience of democracy against these attacks. This may mean, for example, that public awareness efforts about Russian hacking that are based on flawed analytic techniques may themselves damage democracy by exaggerating the consequences of attacks.
