The enforcement warning is an acknowledgement by the DPC that regulatory guidance to date has not been sufficiently clear and it should act as a call-to-arms for businesses operating websites in Ireland to ensure compliance by that date. Personal data may not always exist in cookies however when it does, GDPR obligations apply in addition.
