When Google went public in 2004, it was estimated that between 15 to 25 percent of advertising on its platform was fraudulent. Facebook took nearly all the world-beating characteristics of Google’s AdWords and added the crack cocaine of personal data. The government mostly stayed out of Google’s way during this period.
